The
Government of Albania has received a credit and a loan in the amount of US$ 9.3
equivalent from the World Bank toward the cost of the Business Environment
Reform and Institutional Strengthening project (BERIS), and it intends to apply
part of the proceeds to payments for goods, works, related services and
consulting services to be procured under this project. This project will be
jointly financed by the Government of Albania.
The project will include the following components:
(i) Facilitating business entry and operations. This component aims at
addressing the Government�s weak capacity to establish and implement
business friendly and pro-competitive regulatory regimes. The overall objective
of the component is to remove administrative and regulatory barriers to entry
and operations.
(ii) Strengthening the enterprise sector�s capability to export to regional and EU markets: Strengthening the
MSTQ system. This component aim at addressing the
enterprise sector�s difficulties in competing in domestic and foreign markets related to
poor national MSTQ infrastructure and services. The overall objective of this
component is to strengthen the enterprise sector ability to export towards EU
markets by strengthening the capacity of the national MSTQ system to deliver
EU-compatible services.
(iii) Project Coordination Support. This component aims at ensuring
proper implementation and coordination of the project activities, including
support for financial management, procurement, M&E requirements.
This project will include consulting services for:
- Metrology
- Standardization
- Accreditation
- Licensing international
consultants
- Assistance to improve the
quality of the business regulations
Public Awareness Campaign - Expert Advice to support
regulatory streamlining
- Design and Supervision of the
building
- Purchase of CD-ROM for EU
standards
Under ICB procedures will be procured the follow works and goods:
(i) Construction of a new metrology lab for the General Directorate of
Metrology and Calibration
(ii) Equipment and furniture for metrology Lab and for regional offices
Procurement of contracts financed by the World Bank will be conducted through
the procedures as specified in the World Bank�s Guidelines: Procurement under IBRD Loans and IDA
Credits (May 2004), and is open to
all eligible bidders as defined in the guidelines. Consulting services will be
selected in accordance with the World Bank�s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers (May
2004).
Specific procurement notices for contracts to be bid under the World Bank�s
international competitive bidding (ICB) procedures and for contracts for
consultancy services will be announced, as they become available, in UN
Development Business and dgMarket.
